More power to Centre
Concurrent list legislations execution power is vested with the states except when constitutional provision/parliamentary law confers to Centre

Ensure compliance with the laws of parliament and any existing law which apply in the state [general obligation]
Not to impede or prejudice the exercise of executive power of centre in the state [specific obligation]
Construction and maintenance of means of communication (national/military importance) by state
Measures to be taken for protection of railways in the state
Provision of adequate facilities for instruction in mother tongue in linguistic minority groups in the State [primary education]

Mutual delegation

Center cannot delegate its responsibility of legislating to a state while only one state cannot request Parliament to legislate (two or more states together can delate its responsibility of legislating in a state subject)

President may with the consent of State Govt may delegate Central executive action to a particular state if necessary

Governor may with the consent of Central Govt may delegate State executive action if necessary.

Parliament with/without consent of State Govt may delegate Central executive action to a particular state
State legislatures cannot delegate vice versa.
