Each IIM will have an executive body i.e. Board of Governors, comprising up to 19 members.

It will nominate 17 board members including eminent persons, faculty members and alumni

2 members are nominated by Central Govt and State Govt each
Board appoints its own Chairperson who will have tenure of four years.
Provision has also been made for inclusion of women and members from Scheduled Castes/Tribes in the Board.

IIMs accounts are audited by CAG

Management of these Institutions would be Board driven, with the Chairperson and Director of an Institution which will be selected by the Board.
Autonomy combined with adequate accountability.
Periodic review of the performance of Institutions by independent agencies, and placing the results of the same on public domain.
Annual Report of the Institutions will be placed in the Parliament and CAG will be auditing their accounts.

More autonomy and no interference from Govt as both chairperson and directors are appointed lies with the Board
With this act, the IIMs will come in the league of IITs, NITs and AIIMS.

National Institutional Ranking Framework (NIRF)

The NIRF is a comprehensive ranking system for universities developed by the HRD Ministry.
Parameters

Institutions - Overall, University, Engineering, Management, Pharmacy, College, Medical, Law, Architecture and Dental
NIRF is a voluntary exercise where only institutions that submit required data are ranked
Criticism:

Private institutions, Central and State institutions are ranked together which places state universities at disadvantage

It is an autonomous body established by UGC to assess and accredit institutions of higher education in the country
It is one of the recommendations of National Policy in Education 1986

NOTE: NAAC accredit institutions while NBA accredits programmes and courses specially technical courses

RBI has granted a license under the RBI Act for HEFA to operate as NBFC
It would be jointly funded by the promoter/bank (Canara Bank) and the MHRD with an authorised capital of Rs. 2,000 crore. The government equity would be Rs.1,000 crore.
The HEFA set up with joint participation by the government and philanthropic donors
Objective: To leverage funds from the market and supplement them with donations and CSR funds and these funds will be used to finance improvement in infrastructure in top educational institutions
